Cantonal innovation grants in Switzerland

SIH ONE — Desk Funding · 05 October 2025

In Switzerland, public support for innovation does not flow from a single large national fund, but from a multi-level system in which the cantons play an important role. Alongside the federal instruments, each canton can offer its own measures to attract businesses, support local SMEs and finance innovative projects. Understanding how this mosaic works is useful for anyone who wants to start or grow a business without leaving resources on the table.

A federal system, not a centralised one

The Swiss logic is the opposite of that of many countries: the state intervenes little with direct non-repayable grants to businesses, and a great deal with infrastructure, advice and market access. At the national level, innovation is supported mainly through the federal agency that promotes applied research and projects between businesses and academic institutions. At the cantonal level, by contrast, the instruments are more heterogeneous and tied to the economic policy of the individual canton.

This means that what is available in Zug, Vaud, Ticino or Zurich can be very different. There is no single catalogue: the search has to be done canton by canton, often through the regional economic development agencies.

What form the support takes

Cantonal innovation aid is rarely a simple cheque. More often it takes forms such as:

  • Coaching and advice for startups and SMEs, at reduced cost or free of charge.
  • Access to technology parks and incubators with subsidised space and services.
  • Targeted contributions to specific projects, co-financed with the business.
  • Support for skilled employment or for training in technological fields.
  • Tax relief at the establishment stage, assessed case by case and within the limits of the law.
  • Guarantees and facilitated access to credit through surety instruments.

The philosophy is to help the business stand on its own feet, not to make it dependent on public funding.

The criteria that count

Even though the rules vary, some criteria recur in almost all cantonal grants:

  • A genuinely innovative character to the project, not simply an extension of an existing activity.
  • Local roots: a registered office, jobs and value created in the canton.
  • Economic sustainability: a credible business model, not just an idea.
  • Leverage effect: public support must activate private resources, not replace them.
  • Co-financing: almost always the business must put in a share of its own.

The cantons also assess the expected impact: employment, spin-off effects, positioning of the territory in strategic sectors.

How to prepare a solid application

The quality of the application makes the difference between a funded project and a rejected one. Some principles that apply everywhere:

  • Start from the criteria of the specific grant, not from a generic project to be adapted.
  • Quantify: figures on investment, jobs, timelines and expected results.
  • Show the co-financing: make clear how much the business is putting in and where it comes from.
  • Be concrete about the innovation: explain what is new compared with the state of the sector.
  • Respect form and deadlines: an incomplete application is discarded regardless of its merits.

A common mistake is to treat the grant as a bureaucratic formality. Those doing the assessment are looking for serious projects, with a credible plan and a measurable impact on the territory.

Coordinating the levels

The real advantage comes from combining the instruments: cantonal support, federal applied-research programmes and, where relevant, ordinary tax incentives. But beware of cumulation: public aid has rules on overlap, and the same cost generally cannot be financed twice. The mapping must be done before incurring the expenses, not after.

In summary

  • Support for innovation in Switzerland is multi-level, with a strong cantonal weight.
  • Aid is more often services, infrastructure and co-financing than direct cheques.
  • The measures vary widely between cantons: the search must be done for the specific territory.
  • What counts is genuine innovation, local roots, sustainability and co-financing.
  • Coordinate the levels while avoiding double financing on the same cost.
